A backflow preventer has become a common piece of equipment in the modern sprinkler system riser assembly. Its purpose is to prevent backflow of the water within a sprinkler system back into the city potable water supply.
These devices contain seals and other parts that are susceptible to wear and tear, and as such they are tested periodically to ensure proper function.
Locally, sometimes water departments perform the backflow testing. Other times, water departments look to building owners to have the testing done.
